Title 4-D

I’ve spent the majority of my life being at risk to protect as many innocent children/youth as possible, and it has been a daunting task. Passed in the late 1970s was a diabolical plan that caused the divorce explosion in the 1980s. Also, the seed to create the “Family Court“; which didn’t exist before the 1980s. Title IV-D provides for matching funds for the collection of child support. The state of Texas earns $480,000,0000-$520,000,0000 million a year for child support issued reimbursements. For clarity, the entire Texas Attorney’s General office is funded by the child support collection matching funds from Title IV-D.

Texas also has a law in place that requires all judges to rule cases in such a way to maximize its Title IV-D reimbursements. This is actually before any information is heard in a case. Then again, this explains a lot of uncanny things in “Family Court,” which is known for giving custody to the dysfunctional parent. This is something that is quite consistent within its judgments. I myself personally witnessed a judgment that a father proved the mother was abusive towards her kids and actively involved with a drug dealer selling and using drugs in the house. The judge told the father, “Well, that’s why you’re responsible enough to pay for the kids’ well-being. Sole custody awarded to the mother.

I knew of another mother who was abusive to her children, and I tried to get Child Protective Services (CPS) to protect them. The court assigned a Guardian ad litem (GAL), which is a “neutral” investigator and evaluator to determine what is in the child’s best interests. This person is supposed to conduct random visits to check the welfare of the children. Though instead of doing the job by the letter, this person would offer a 2-3 days heads up on a “surprise” inspection notification, also to insure any heroin needles were cleaned up and the child abuser was not present. I provided my investigation findings to the court, and the judge advocate replied that as long as the father is paying on time, the kids will be okay. After the judge denied the father’s claim for protection and custody, he and the kids cried as the mother drugged them away from each other again.

The state knows it will never collect child support from a heroin addict; therefore considering all that matching money they will not receive. However, they know the responsible parent will bankrupt themselves to protect and provide for their child interests. This includes the courts that allow many mothers to get away with criminal fraud by claiming a high-earning male as the child’s father; regardless of the proof, he’s not the biological donor. They will take his money and also, in some instances, put him in jail for a child that is not his. So the decisions in “Family Court” do not come down to who’s the most fit parent. If that was the case, you would probably find 99% of the cases being joint-custody. It comes down to which individual will give this court the maximum contributions to the State; and that’s the person who loses custody and pays child support.

What’s even more callous is Title IV-E, which is connected with Child Protected Services (CPS); which gives reimbursements for taking children. Yes, when the state takes a child from a family, they get paid just like in Title IV-D. Example, a rural county in Texas is running low on the budget, they will look for a child with low IQ parents, usually under 18 months of age but up to 2 years old with no medical problems and they will take the children. The sad thing is they do after conducting a well check. Within 6 months, the child can be adopted out, and the state office receives its budget money.

When looking, there are plenty of incentives to remove the fathers from the home. If you look at the funding state-to-state, many are equivalent to some defense spending programs. This is quite the perverse incentive to continue breaking the healthy family in the U.S. There are so many children that have witnessed their fathers being destroyed by a system trying to provide for his children that he is not allowed to protect. For instance, it’s not common to hear about a bad or abusive mother publicly. Also, a mother has the autonomy to take her child anywhere in the world when she feels like it. Yet, on the other side of that coin, if a father tries to leave the state without the mother’s approval, he will get arrested for abducting his very own child. This isn’t a cry for the help of the countless used and / or abused fathers in the country; but a pleading for much needed legislation to protect the foundation of developing children.

First, to put this in perspective, some states will take 30% of your gross pre-taxed income. Military soldiers can be forced to pay up to 50% of earnings! Most businesses could never survive the confiscation of 30% of pre-taxed revenue. They would simply go out of business. For example, in Dallas County, if you make less than say $45,000 a year, you can not rent a home. Second, a father is not allowed to deduct that removed money as child-care expenses. He pays taxes on the whole amount; which would help if there was a deduction to offset that money. Funny thing, though, the mother that receives the payment gets to deduct your money as child-care expenses and not claim it as income. (Double reward!). The father, however, has to submit every financial expense to be scrutinized by an attorney for the state and the judge in court because they want to see if they can take more child support. All while no mother has to provide any proof that the money she receives is benefiting the child at all.

So if anyone wants to question why more and more younger males are refusing to get married now or having kids; maybe many of them witnessed their fathers get torn apart by a system designed to break them, then treating their sperm like a cryptocurrency bank account.

    As an employer, I’ve encountered several situations that left me questioning priorities. On multiple occasions, staff members have explicitly asked me not to assign them too many hours because it would reduce their child support payments or government financial assistance.

    In one instance, a staff member approached me just weeks later, inquiring whether they could take personal leave to undergo cosmetic procedures like a tummy tuck and breast augmentation.

    Another example involved an employee leaving their 6-year-old child home alone while working, citing the inability to afford a babysitter. However, this same individual consistently maintained monthly expenses for hair coloring, acrylic nails, eyelash extensions, and even managed to complete a full sleeve tattoo over the course of the year.
